On the evening of Jan. 26, 2006, military guards at Guantanamo Bay made an alarming discovery during a routine cell check. Lying on the bed of a Saudi detainee was an 18-page color brochure. The cover consisted of the now famous photograph of newly-arrived detainees dressed in orange jumpsuits—masked, bound and kneeling on the ground at Camp X-Ray—just four months after 9/11. Written entirely in Arabic, it also included pictures of what appeared to be detainee operations in Iraq. Major General Jay W. Hood, then the commander of Joint Task Force-Guantanamo, concurred with the guards that this represented a serious breach of security.

Maj. Gen. Hood asked his Islamic cultural adviser to translate. The cover read: “Cruel. Inhuman. Degrades Us All: Stop Torture and Ill-Treatment in the ‘War on Terror.’” It was published by Amnesty International in the United Kingdom and portrayed America and its allies as waging a campaign of torture against Muslims around the globe.

“One thread that runs through many of the testimonies from prisons in Afghanistan and Iraq, and from Guantanamo,” the brochure read, “is that of anti-Arab, anti-Islamic, and other racist abuse.”

Obama faces dwindling options in his effort to close Guantanamo Bay

The closure of the military detention center at Guantanamo Bay, Cuba, is beginning to look like a protracted and uncertain project for the Obama administration as political, legal and security concerns limit the president’s options.

Having blown the one-year closure deadline set last January in an executive order, the administration is planning to transfer some detainees to a state prison it hopes to acquire in Illinois. But there appears to be little mood in Congress to provide the administration with either the funding for the prison or the authority to transfer detainees who will be held indefinitely.

At the same time, opposition is building to plans to transfer a number of detainees, including Khalid Sheik Mohammed, the self-proclaimed mastermind of the Sept. 11, 2001, attacks, to a civilian court in Lower Manhattan for federal trial.

Former Guantanamo detainees fuel growing al-Qaeda branch, complicating closure

SANA’A, YEMEN — Former detainees of the U.S. prison in Guantanamo Bay, Cuba, have led and fueled the growing assertiveness of the al-Qaeda branch that claimed responsibility for the attempted Christmas Day bombing of a U.S. airliner, potentially complicating the Obama administration’s efforts to shut down the facility.

They include two Saudi nationals: al-Qaeda in the Arabian Peninsula’s deputy leader, Said al-Shihri, and the group’s chief theological advisor, Ibrahim Suleiman al Rubaish. Months after their release to Saudi Arabia, both crossed the kingdom’s porous border into Yemen and rejoined the terrorist network.

SANAA, YEMEN — The al-Qaeda branch linked to the attempt to blow up a Detroit-bound Northwest Airlines flight has for the past year escalated efforts to exploit Yemen’s instability and carve out a leadership role among terrorist groups, say Yemeni and Western officials, terrorism analysts, and tribal leaders.

Six Yemeni detainees at Guantanamo Bay to be repatriated

The Obama administration is planning to repatriate six Yemenis held at the U.S. military prison at Guantanamo Bay, Cuba, a transfer that could be a prelude to the release of dozens more detainees to Yemen, according to sources with independent knowledge of the matter.

The release is a significant first step toward dealing with the largest group of detainees at the prison — there are currently 97 Yemenis there — and toward meeting President Obama’s goal of closing the facility.

But Yemen’s security problems and lack of resources have spawned fears about its ability to monitor and rehabilitate returnees. Critics of the administration charge that returning detainees to Yemen, a country where al-Qaeda is believed to be thriving, is tantamount to returning terrorists to the battlefield.

CHICAGO — Dozens of terrorism suspects being held at the U.S. naval base at Guantanamo Bay, Cuba, will be moved to a little-used Illinois state prison that will be acquired and upgraded by the federal government, an Obama administration official said.

The critical step toward fulfilling President Obama’s pledge to shut the Guantanamo detention center will be announced Tuesday, said the official, who reported that Obama has ordered the acquisition of the eight-year-old Thomson Correctional Center, about 150 miles northwest of Chicago.

Key coordinator of detainee policy quits

A key official in the Obama administration’s effort to remake detention policy and close the military prison at Guantanamo Bay has resigned.

Phillip Carter, who was appointed deputy assistant secretary of defense for detainee policy in April, said in a brief telephone interview that he was leaving for “personal and family reasons” and not because of any policy differences with the administration. He tendered his resignation Friday, Pentagon officials said.

Democrats reject ban on using funds for U.S. facilities to house Guantanamo prisoners

The Senate on Tuesday rejected an attempt to bar using funds from a defense spending bill to build or modify prisons in the United States to hold detainees from Guantanamo Bay, a move that suggested congressional Democrats may be lining up behind President Obama’s vision for closing the military prison.

The Senate vote, largely along party lines, came days after the administration announced plans to bring five alleged terrorists, including Khalid Sheik Mohammed, the self-proclaimed mastermind of the Sept. 11, 2001, attacks, to New York for trial. The GOP-backed measure was attached to a $134 billion plan that funded programs for veterans and military construction. The overall bill was passed unanimously.

Senate allows more transfers of detainees to U.S. for trial

President Obama won a modest victory Tuesday in his effort to close the military prison at Guantanamo Bay, Cuba, as the Senate voted to allow the government to continue to transfer detainees from the facility to the United States to be prosecuted.

The plan passed by a 79 to 19 vote as part of a larger $44.1 billion budget bill for the Homeland Security Department. The measure had already been approved by the House and now goes to Obama for his signature.
