Visa denial was reversed for terrorism suspect in 2004

A U.S. consular official originally denied terrorism suspect Umar Farouk Abdulmutallab a visa to enter the United States in 2004 after finding false information on his application, but that official was overruled by a supervisor, according to senior government sources.

Because the 2004 situation was considered resolved, it was not revisited in 2008, when Abdulmutallab received a second U.S. visa, which allowed him to board a Detroit-bound airliner on Dec. 25, officials acknowledged. A senior Republican lawmaker said the reversal of the 2004 decision was a missed opportunity to keep him out of the country.

The decision to overrule the visa denial was one of a series of events that preceded Abdulmutallab’s arrest in connection with an alleged Christmas Day attempt to destroy the plane with a bomb. In January, the Obama administration released a review of the case that outlined a number of missteps but did not include any reference to the visa denial.

An official said the incident was left out because the move to overturn the initial decision did not seem out of the ordinary. That official and others said that, in reversing the initial decision and granting Abdulmutallab a visa, consular officials took into account that his father was a prominent Nigerian banker with strong ties to his community. There was no derogatory information or suggestion that he had ties to Islamist terrorism.

Obama urges Democrats to make hard push on financial regulation

President Obama and Democratic lawmakers moved Wednesday to accelerate their efforts at overhauling the nation’s financial regulation, seeking to exploit divisions among Republicans over how much to compromise on a landmark bill now awaiting Senate action.

Fresh off his victory this week on health care, Obama urged the Democratic sponsors of financial legislation in the Senate and House to press ahead with or without Republican backing, according to sources familiar with the 45-minute White House strategy session. The president told them the Democrats have the upper hand and should not give too much ground.

The chairman of the Senate banking committee, Christopher J. Dodd (D-Conn.), said after the meeting that he would seek final Senate passage of the bill a few weeks after Easter.

WASHINGTON — Working well past midnight, a weary Senate was mowing down a parade of Republican proposals aimed at undercutting President Barack Obama’s signature health care law as Democrats push toward final passage of the companion piece to his overhaul plan.

In a voting marathon that began the previous afternoon, senators were voting early Thursday on an uninterrupted stream of GOP amendments to a measure altering the new health law. The president was flying to Iowa later in the day for the first of many appearances he will make around the country before the fall congressional elections to sell his health care revamp.

Obama was appearing in Iowa City, where as a presidential candidate in 2007 he touted his ideas for health coverage for all. His trip comes with polls showing people are divided over the law he signed Tuesday, and Democratic lawmakers from competitive districts hoping he can convince more voters by November that it was the right move.

Lawmakers concerned as health-care overhaul foes resort to violence

The pitched battle over health care has unleashed a rash of vandalism and attacks directed at politicians, with at least 10 House Democrats reporting death threats or incidents of harassment or vandalism at their district offices over the past week.

More than 100 House Democrats met behind closed doors Wednesday afternoon with representatives of the FBI and the U.S. Capitol Police. The lawmakers voiced what one senior aide who was present described as “serious concern” about their security in Washington and in their home districts when they return this weekend for the spring recess.

Usually only the congressional leadership has regular personal protection from the Capitol Police. But at least 10 lawmakers have been offered increased protection by law enforcement agencies, said House Majority Leader Steny H. Hoyer (D-Md.).

Asked whether members are endangered, Hoyer said: “Yes. [There are] very serious incidents that have occurred.”

ObamaCare Day One -Companies are already warning about higher health-care costs.

Democrats dragged themselves over the health-care finish line in part by repeating that voters would like the plan once it passed. Let’s see what they think when they learn their insurance costs will jump right away.

Even before President Obama signed the bill on Tuesday, Caterpillar said it would cost the company at least $100 million more in the first year alone. Medical device maker Medtronic warned that new taxes on its products could force it to lay off a thousand workers. Now Verizon joins the roll of businesses staring at adverse consequences.

In an email titled “President Obama Signs Health Care Legislation” sent to all employees Tuesday night, the telecom giant warned that “we expect that Verizon’s costs will increase in the short term.” While executive vice president for human resources Marc Reed wrote that “it is difficult at this point to gauge the precise impact of this legislation,” and that ObamaCare does reflect some of the company’s policy priorities, the message to workers was clear: Expect changes for the worse to your health benefits as the direct result of this bill, and maybe as soon as this year.

House to take up corrected reconciliation bill tonight

Senate Republicans scouring the final piece of President Obama’s landmark health-care package for ways to challenge it have identified two minor violations of reconciliation rules that will force the Senate to change a bill of revisions Thursday and ship it back to the House of Representatives for final passage.

But Democratic leaders said the provisions that will be struck — from the part of the bill dealing with Pell Grants for college students — do not significantly affect the student loan program or the overall health-care bill.

House Speaker Nancy Pelosi (D-Calif.) said Thursday she was confident that Democrats would have the votes to pass the reconciliation bill again, just as they did on the first tally late Sunday. She said the tweaks mandated by the Senate’s parliamentarianwould not substantially alter the bill’s impact.
