For almost a decade, the annual commemoration of the terrorist attacks of Sept. 11, 2001, has been seen as a day of national unity and sober remembrance. This year, contentious issues of religious freedom and national identity threaten to color the ninth anniversary of those tragic events.

Controversies over calls to burn the Koran and an ongoing debate over a proposed mosque and Islamic cultural center near Ground Zero in New York are drawing particular attention as the anniversary nears, sparking questions about how 9/11 became so politicized.

The reality is that, with rare exceptions, the meaning of those attacks has rarely been free of political overtones or debate. Common ground in the months after the attacks quickly gave way to partisan division over combating terrorism. What may be different this year is that earlier debates about who was “strong” in the fight against terrorism and who was not have been supplanted by questions about Islam and religious freedom.

Terry Jones, the pastor of a small church in Florida, wants to build a bonfire out of copies of the Koran on Saturday. That has brought condemnation across the spectrum. Army Gen. David H. Petraeus, commander of U.S. forces in Afghanistan, has warned that images of Islam’s holy book in flames could endanger the lives of U.S. forces. Both the White House and conservatives such as former Alaska governor Sarah Palin have criticized Jones’s plan.

But experts on public opinion say the controversy does not represent a significant new shift in attitudes. Andrew Kohut, president of the Pew Research Center, said fresh signs of a backlash against Muslims are not showing up broadly in national surveys. “Attitudes are mixed and not as positive as they were eight years ago,” he said, “but there’s no sign of an upswing in anti-Muslim fervor.”

Jones may epitomize the ease with which someone on the political fringe can draw attention and spark controversy. The debate over the proposed Islamic center represents more genuine divisions in the country over the limits of religious freedom and the sacred nature of the ground around where the World Trade Center once stood.

A new Washington Post-ABC News poll finds that two-thirds of Americans oppose building the Islamic center near the former site of the twin towers. Four in five of those opposed say their opposition is strictly because of the location. But 14 percent of the opponents (or 9 percent of all Americans) say they would oppose building it anywhere in the country.

As Washington and the nation continued this week to process President Obama‘s remarks on the Islamic cultural center planned near Ground Zero, one fact remained indisputable: This was a controversy of the president’s choosing.

True, some folks had been publicly pushing Obama to join the fray. But having chosen to stay silent for weeks, and with Washington virtually empty for August break, there seemed to be little pressure on him to do so.

And yet, with little warning, Obama decided that his voice — the president’s voice — was an important one to add to the debate.

One Republican consultant said flatly right after the remarks, “He is right on principle, but he will get slaughtered on the politics.”

“It’s almost like they’ve decided to throw in the towel” on the midterm elections, said the consultant, who spoke on the condition of anonymity. “If the power to decide this was his alone, I could understand this, but it is not. He chose to walk into this from the sidelines, which seems to me a foolish waste of political capital on a local issue. A curious mix of ego and self-aggrandizement, albeit for the right cause.”

The president’s advisers often describe Obama’s early months in office as largely dictated by the crises unfolding around him. They say the economic collapse, the bank and auto failures, the H1N1 pandemic and the oil spill crisis all forced him to act.

But at other times, the president has seemed almost to welcome the danger that comes with wading into a difficult political situation. The more fraught, the better, it seems.

President Obama‘s remarks Friday and Saturday on a proposed mosque and Islamic cultural center near Ground Zero sparked heated exchanges on the Sunday morning news shows.

Rep. Peter King (R-N.Y.) said on CNN’s “State of the Union” that the issue is not that there is a legal right to build the mosque but that those involved should listen to public opinion, which he said is strongly opposed to the project.

Rep. Jerrold Nadler (D-N.Y.), whose district includes Ground Zero, countered that there is a “fundamental mistake” behind the thinking of those opposed to the project.

The fallacy is that al-Qaeda attacked us. Islam did not attack us,” Nadler said.

On “Fox News Sunday,” Sen. Jack Reed (D-R.I.) said troops in Afghanistan are being asked to find common ground with Muslims.

“If we can’t do that here in the United States, we’re going to have a very difficult time over there,” Reed said.

National Republican Senatorial Committee Chairman John Cornyn (Tex.) responded that “it’s unwise to build a mosque in the site where 3,000 Americans lost their lives as the result of a terrorist attack.”

On “Face the Nation,” Republican strategist Ed Rollins said the mosque is “going to be a big, big issue for Democrats across this country” at the ballot box.

Obama defends plans for Ground Zero Islamic mosque: Adding to 9/11 Terror

President Obama on Friday forcefully joined the national debate over construction of an Islamic complex near New York’s Ground Zero, telling guests at a White House dinner marking the holy month of Ramadan that opposing the project is at odds with American values.

“Let me be clear: as a citizen, and as president, I believe that Muslims have the same right to practice their religion as anyone else in this country,” Obama said at a White House iftar, the traditional breaking of the daily Ramadan fast.

“That includes the right to build a place of worship and a community center on private property in Lower Manhattan, in accordance with local laws and ordinances,” he continued. “This is America, and our commitment to religious freedom must be unshakeable.”

Obama expressed sympathy for the families of those killed in the Sept. 11, 2001, attacks by al-Qaeda terrorists purporting to act in the name of Islam. But he told the gathering that included Muslim and other religious leaders that blocking the mosque, as some leading Republicans have angrily demanded, would undermine the country’s claim to respect the free practice of religious expression.

The president’s statement puts him once again at the center of a cultural clash just as his party enters the final stretch of a difficult congressional campaign. Polls suggest that most Americans disagree with his position; a recent CNN poll found 68 percent opposed to building a mosque near the Sept. 11 site.

Gates: Pentagon to cut thousands of jobs

Defense Secretary Robert M. Gates said Monday that the Pentagon will cut thousands of jobs — including nearly a third of its regular budget for contractors and an entire military command based in Norfolk — as part of an ongoing effort to streamline its operations and stave off political pressure to slash defense spending in the years ahead.

Gates said he will recommend that President Obama dismantle the U.S. Joint Forces Command, which employs 2,800 military and civilian personnel as well as 3,000 contractors, most of them in southeastern Virginia. He also said he will terminate two other Pentagon agencies, impose a 10 percent cut in intelligence advisory contracts and slim down what he called a “top-heavy hierarchy” by eliminating at least 50 jobs reserved for generals and admirals.

“The culture of endless money that has taken hold must be replaced by a culture of savings and restraint,” Gates told a news conference at the Pentagon. “I am determined to change the way this department has done business for a long time.”

The announcement sparked immediate protests from Virginia’s state lawmakers and its congressional delegation, who said they will fight to overturn Gates’s plan, although it was unclear what recourse they might have. Defense officials said the Obama administration could make the cuts without congressional approval.

“We are now seeing the piecemeal auctioning off of the greatest military the world has ever known,” said U.S. Rep. J. Randy Forbes (R-Va.), whose district includes Chesapeake and other parts of southeastern Virginia. “. . . The American people will see this decision for what it is: a first step in a long string of national defense cuts that will systematically and intentionally gut the institutions that protect and defend the freedoms and liberties upon which our nation was founded.”

Obama signs bill to restore jobless aid for millions by taking from the working class.

President Obama on Thursday signed a six-month extension of emergency jobless benefits for the long-term unemployed, hours after the House approved the measure on a vote of 272 to 152.

The bill will revive a program that provides income support to those who have exhausted state benefits, restoring aid to nearly 3 million people who have seen their checks cut off since the program expired June 2. It would provide a total of up to 99 weeks of support, including the state aid. Advocates for the unemployed said checks in some states are likely to go out quickly; in others, people can expect a delay of several weeks.

With unemployment at 9.5 percent, both parties agreed that aid should be extended to people who have lost their jobs. But until the Senate passed it on Wednesday, the legislation was mired for months in an increasingly bitter election-year battle over whether the government should add to an already bloated national debt to bolster the sluggish economic recovery.

Republicans said no, saying that the nation should pay for the $34 billion extension with unexpended funds from last year’s economic stimulus package.

“I haven’t heard anybody say we shouldn’t be extending unemployment benefits. The difference is one side wants to borrow 34 cents on the dollar, mainly from the Chinese, and send the bill to our children and our grandchildren,” said Rep. Jeb Hensarling (R-Tex.).

Democrats easily passes new financial regulations in House

The House on Wednesday easily approved far-reaching new financial regulations, but Senate leaders postponed a similar vote on the bill, preventing the landmark legislation from reaching President Obama’s desk until at least mid-July.

House members voted 237-192 just before 7 p.m. to approve the sweeping 2,300-page bill, which among other things would create an independent consumer bureau within the Federal Reserve to protect borrowers from lending abuses, establish oversight of the vast derivatives market and enable the government to wind down large, failing firms.

Republicans continued to insist that the new rules would perpetuates the potential for federal bailouts and hinder access to credit.

“The bad and the ugly far outweigh” the good elements of the bill, said Rep. Spencer Bachus (R-Ala). “In total, this bill is a massive intrusion of the federal government into the lives of every American.”

Popular benefit of health-care law excludes military families

By the time Congress passed the national health-care overhaul, anxiety about it was so widespread that Defense Secretary Robert M. Gates issued a statement reassuring military families. The legislation, Gates said, “will not negatively impact the TRICARE medical insurance program” for members of the armed forces.

Indeed, partly to avoid such criticism, the legislation left Tricare untouched.

Now, some military families have a different concern: They are discovering that a popular and highly publicized benefit of the new law does not apply to them.

Under the law, other Americans are gaining the option of keeping their children on their health insurance plans — or putting dependents back on their policies — until they turn 26. But for the most part, Americans covered by Tricare have no such luck.

Teresa Roberts of Alexandria, a retired naval intelligence officer, said she was excited when she heard about the young adult coverage — and disappointed when she learned it doesn’t apply to her daughter, who graduated from college May 8.

“It seems discriminatory to those of us who have military benefits for which we are paying,” Roberts said.

Senate clears way to vote on financial reform: An act of terrorism against the People

The Senate voted Thursday afternoon to end its three-week debate on a bill to rewrite the nation’s financial regulations, paving the way for a final vote on the landmark legislation.

The 60-to-40 vote — the minimum required to end debate — succeeded, though two discontented Democrats broke party ranks for the second day in a row. The measure squeaked by with the help of three Republicans: Sens. Olympia J. Snowe and Susan Collins of Maine, and Scott Brown of Massachusetts, whose concerns Obama administration officials worked to assuage in the lead-up to Thursday’s vote.

“It’s been hard to get to this point,” Majority Leader Harry M. Reid (D-Nev.) said on the Senate floor, adding, “but I think it’s been a good debate.”

Under Senate rules, debate on the legislation is now limited to 30 additional hours, though a final vote could come sooner. Reid said it would be “the best of all worlds” if lawmakers could wrap up the bill late Thursday and move on to other issues.

Budget office estimates health-care law could cost more than $1 trillion

President Obama‘s new health-care law could potentially add at least $115 billion more to government health care spending over the next 10 years, if Congress approves all the additional spending called for in the legislation, congressional budget referees said Tuesday.

That would push the 10-year cost of the overhaul above $1 trillion — an unofficial limit the Obama administration set early on.

The Congressional Budget Office said the added spending includes $10 billion to $20 billion in administrative costs to federal agencies carrying out the law, as well as $34 billion for community health centers and $39 billion for Native American health care.

The costs were not in earlier estimates by the budget office, although Republican lawmakers argued that they should have been. Part of the reason is technical: The additional spending is not mandatory, leaving Congress with discretion about whether to provide the funds in follow-on legislation.
